Japan's Cabinet Office has designated Tsukuba City as an "International Strategic Zone." This designation is part of a national initiative to create 360,000 new jobs in strategic zones.
These special zones will be the target of crafted deregulation measures, and possibly tax incentives.
One of 7 successful proposals out of 11 submitted for international strategic zones, the proposal submitted by Tsukuba City, the University of Tsukuba and Ibaraki Prefecture has 5 main components.
- Building a new industry-university-government cooperation system
- Boron neutron capture therapy (BNCT)
- Life assist robotics
- Energy from algal biomass
- TIA-nano global high tech initiative
- Establish "national-regional cooperative councils" for the zone and begin meetings
- After getting consensus in councils, establish rules for special measures
- Create plans for implementing special measures
A "regional invigoration" division attracted 77 proposals of which 26 were approved by the Cabinet.
